The next, 28th, largest international exhibition of food, beverages and raw materials for their production, Prodexpo-2021, which was traditionally held at the Expocentre Fairgrounds in Moscow from April 12 to 16, has come to an end. This is the most authoritative exhibition in Russia in the food production industry.
The agribusiness holding “OVA”, the Russian leader in the market of canned meat, has traditionally occupied one of the leading positions, representing the entire range of products, from the traditionally popular “Russian delicacy” to the updated positions of canned fish “Golden Network”.
We were happy to meet again with our partners, colleagues from the regions, and meet new potential customers.

A new milk processing plant will be built in the region

The corresponding agreement was signed in the regional government on March 18. The document was signed by the Governor Anton Alikhanov, the General Director of JSC “Development Corporation of the Kaliningrad Region” Andrey Tolmachev and the General Director of LLC “DMS Vostok” Mikhail Breitman.

The company “DMS Vostok” is a new investor for the region, which intends to build a plant for the production of dairy products, including butter, whole milk powder and skimmed milk powder. According to the plan, the production of butter will exceed 5.4 thousand tons per year, whole milk powder and skimmed milk powder will amount to more than 22.5 thousand tons.

“Dairy cattle breeding in the Kaliningrad Region has been showing high growth rates over the past few years. The investments made and the state support for the construction of modern livestock complexes of the European level have created a solid foundation for a new stage of development of the industry – deep processing of milk, the creation of products with a high degree of processing, which are in demand not only in the Russian, but also in foreign markets. The construction of a new milk processing plant, as we hope, will give a synergistic effect of stable demand for the products of local dairy farms, create new jobs in rural areas, ensure the development of the food industry, increase investment and tax deductions,” Anton Alikhanov said.

“I hope that this will be a mutually beneficial project, and we will achieve good results. Of course, we create new jobs, produce exchange-traded products that will go both to the domestic market and for export. We very much hope to open this plant in 2023, ” Mikhail Breitman said.

The construction of a dairy processing plant will begin this year in the Chernyakhovsky city district. About 3 billion rubles will be invested in the project. The company’s management also clarifies its intention to launch a full cycle of dairy production in the region, including the creation of livestock complexes. The company’s partner in the region is one of the leaders in the dairy industry of the Kaliningrad region – the Zalesye Group of companies.

“The territory of the Kaliningrad region is most effective in the production of raw milk, the cost of production of a liter of milk here is one of the lowest in our country. If we talk about exports, the Kaliningrad region is a port, a sea, so from the point of view of logistics, it is also a very profitable territory, ” said Tatyana Obukhova, a representative of the group of companies.

“Dairy farming is the driving force of agriculture in the Kaliningrad Region. The climatic conditions and the long growing season allow us to grow high-quality feed and, accordingly, to obtain high-quality products in demand: both dairy products and breeding young animals of the dairy direction. We will continue to develop the dairy industry. I hope that this work will bring benefits in the form of taxes, which will help the region to develop as a whole – – said the Minister of Agriculture Natalia Shevtsova. – In the next three years, we plan to allocate about one billion rubles to support the development of the dairy industry. This money will be used for the construction of livestock complexes and milk processing enterprises. All potential investors who express a desire to work in the region in this direction can participate in this program.”

In the Kaliningrad Region, livestock farms of all categories received 212 thousand tons of milk in 2020 (an increase of 14.6% compared to the level of 2019), including agricultural enterprises – 130.4 thousand tons (an increase of 18.6% compared to the level of 2019), peasant (farm) farms – 12.2 thousand tons (19.7% higher than the level of 2019) and households – 69.3 thousand tons (7.1% higher than the level of 2019).

The milk yield per feed cow in large, medium and small agricultural enterprises as of January 1, 2021 amounted to 8,506 kilograms, which is 636 kilograms more than the same period in 2019.

With the increase in milk production in the Kaliningrad Region, the production of dairy products increased (in % compared to the same period in 2019), including:

– butter – 3,7 thousand tons (172 %);

– cheese and cottage cheese, including cottage cheese and cottage cheese products for young children – 16.5 thousand tons (143 %);

– fermented milk products (except cottage cheese and cottage cheese products) – 29.5 thousand tons (131 %).

In the Kaliningrad region, work continues on the development of the land reclamation system

So, in the Slavsky city district, the reconstruction of a pumping station designed to protect more than 4 thousand hectares of land from flooding is being completed. To date, the building of the station, which is in federal ownership, has been reconstructed, and equipment has been installed. The cost of the work reaches 50 million rubles. The area covered by the reclamation object exceeds 4 thousand hectares – this is land for agricultural purposes, and settlements-the settlements of Razdolnoye and Mysovka.
In the Polessky District, the head of the region inspected the station, which had not functioned for almost 20 years and was subject to reconstruction in 2020. The repair of the object, which is in regional ownership, will allow for the drainage of the territories of nearby settlements, in particular, the village of Petino, and agricultural land on an area of about 500 hectares. The risk of loss of grain crops on an area of 166 hectares during the passage of intense floods has also been eliminated.
During a working trip to the Polessky and Slavsky city districts, Anton Alikhanov examined the objects of land reclamation, which are important for the further development of agriculture in the region and require action. Special attention was paid to the development of mechanisms for the repair of objects, in particular, channels passing through agricultural lands and forest resources, the implementation of fisheries reclamation on rivers, which will not only ensure the normal functioning of the surrounding area, but also have a positive impact on the state of aquatic bioresources.
During the working trip, which took place following the visit to the Slavsky District, issues of the development of the agro-industrial complex and on the eve of the start of spring field work were discussed.

In Russia, digital labeling of dairy products began on January 20. So far, this is a voluntary procedure. But from June 1, it will gradually become mandatory. Already, the National Union of Milk Producers says that in the first year, the innovation will cost producers 61 billion rubles, while the net profit of the entire industry is about 35 billion rubles. RBC Kaliningrad spoke with Andrey Romanov, Chairman of the Board of Directors of CJSC Zalesskoe Moloko, President of the Union of Industrialists and Entrepreneurs of the Kaliningrad Region, about what producers are preparing for and how much ordinary buyers will pay for transparency.

How much will your company spend on labeling?

According to preliminary estimates, as for the production of “Zalessky farmer”, it will be about 120 million rubles for the entire complex, for all types of products. Labeling on them will be introduced gradually, but during 2021-22 we will have to spend such funds.

To understand how this is a significant amount when compared with the profit?

It is clear that it is difficult to say what the profit will be in 2021-22. But in general, if you look at the estimate of the National Union of Milk Producers, this figure is higher than all the profits that were in the industry at the end of 2019. The results of 2020 are not yet available.

What exactly is included in these costs, what will the money be used for?

This is the purchase of special printers, devices that can read labels, these are polythizers (special automatic packaging machines-approx. RBC Kaliningrad), which need to be labeled, programs. As well as the cost of this brand.

You have named printers and other equipment, that is, you will have to spend seriously only once, when starting the procedure? In the future, you do not need to invest such money?

About half of the amount that the National Union has named (61 billion rubles) is, if my memory serves me correctly, annual payments for the “Honest Mark” brand itself.

How will this affect the price of the product?

Per unit of production, this is 50 kopecks without VAT. This is the cost of the brand itself.

According to estimates of market participants, dairy products as a result of labeling can rise in price by 10%. Moreover, due to the alleged failures in the labeling system (which representatives of other industries have complained about), there may be interruptions in the supply of perishable products. This will lead to the complete replacement of “milk” with an expiration date of up to 14 days for long-term storage products, said Vsevolod Vishnevetsky, chairman of the St. Petersburg Public Organization of Consumers “Public Control”.

How does the labeling procedure work in the dairy industry?

We apply the label and send the data about it through the server to the “Honest Sign”, where we confirm that these products are manufactured by our company. Then any consumer can read this code and get information about who actually produced this product.

Does “Honest Mark” not check the quality of the product itself?

No, he’s fighting counterfeiting. He controls that the products sold are actually from the declared manufacturer.

Representatives of the pharmaceutical business said that the “Honest Sign” system often fails. Voluntary labelling “milk” began the other day. Can you now appreciate the work of the system?

We can’t estimate it, but we understand that these problems will also occur in the dairy industry. Because the principle is the same, and the number of enterprises and the range of products is probably even greater than in the pharmaceutical industry.

The dairy industry is primarily perishable products. How do you plan to balance the labeling and freshness of the product?

It is very difficult to make forecasts here. It is clear that for us, manufacturers, the introduction of this system will result in additional labor and financial costs. The risks you are talking about exist. But how everything will turn out-we will look at the fact. This decision has already been made, and no one will reverse it. So we’re getting ready.

Earlier, RBC Kaliningrad reported that since January 1, 2021, labeling of clothing and light industry goods has become mandatory in Russia. According to the authorities, this will help fight counterfeit goods and bring some of the business out of the shadows. The entrepreneurs themselves talk about less positive consequences.

According to the results of 2020, 1,850 Holstein heifers were delivered outside the region to dairy farms in the Moscow, Orel and Ryazan regions, as well as to the Republic of Bashkortostan.

Deliveries of purebred cattle are carried out by one of the leaders of the dairy industry of the Kaliningrad region – the Zalesye group of companies. Animals grown in pedigree reproducers of the holding: “the New Vysokovskiy”, “Malinovka” and “Zalesie-agro”.

According to the Regional Ministry of Agriculture, dairy breeding cattle from the Kaliningrad Region are in demand due to their high productivity. The region occupies a leading position in Russia in such an important indicator of agricultural efficiency as milk yield per feed cow. According to data for 2019, it is 8,764 kilograms in the region, which is 27.2% higher than the national average.

This indicator is the result of effective breeding work built in the Kaliningrad region. In the livestock industry of the region, special attention is paid to increasing the productivity of livestock, organizing selection and breeding work and improving the reproduction of the herd. The high technological level of agricultural enterprises in the region makes it possible to use the genetic potential of agricultural animals most effectively, which is reflected in the increase in productive indicators.

The launch of a unique specialized breeding and genetic center for dairy cattle breeding, LLC “Intergen Rus”, in 2019 is of great importance for the industry not only on the scale of the Kaliningrad Region, but also in Russia. The company specializes in improving the quality characteristics of the genetic material of cattle. In 2020, the company delivered genetic material for insemination of about 5,000 heads of cattle in the Kaliningrad region and 2,000 heads outside the region. In the long term, this project will allow the formation of a domestic fund of genetic resources, which will affect the increase in milk production, increase the efficiency and competitiveness of animal husbandry in Russia, and create an alternative to the import of cattle.
