The Minister of Agriculture Dmitry Patrushev and the Governor of the Kaliningrad region Anton Alikhanov held a working meeting within the framework of the exhibition “All–Russian Field Day – 2022”. The parties discussed the results and prospects for the development of the agro-industrial complex and rural areas, the course of the harvesting campaign and preparation for the new season, the development of the reclamation complex and other relevant topics.

In 2021, a record harvest of open and closed ground vegetables, fruits and berries was obtained in the Kaliningrad region. The collections of an important export crop – rapeseed – have increased.

Now regional farmers have already started harvesting a new crop, the campaign is running normally. According to the head of the Ministry of Agriculture, grain yield currently exceeds 65 kg per hectare. This is an impressive indicator, which should affect the final volumes. The yield growth largely depends on the level of mineral fertilizers, and in this matter the Kaliningrad region is among the leaders. Last year’s figure was 165 kg per hectare, and plans for the current one are even higher.

In addition, the issue of putting land into circulation and the development of land reclamation is of particular importance. This year, 18 projects worth 70 million rubles will be financed in the region within the framework of the profile state program.

Speaking about the important tasks for the region in the field of crop production, the Minister noted that, taking into account the geographical location, special attention should be paid to increasing the production of potatoes and vegetables. “The Kaliningrad region should achieve sustainable self-sufficiency in these products. In addition, issues of high-quality preparation for winter sowing and sowing in 2023 should be under special control, especially given the existing logistical difficulties. I ask you to personally make sure that the issues regarding the import of seeds, fertilizers, plant protection products, machinery and spare parts are resolved,” Dmitry Patrushev stressed.

As for animal husbandry, positive dynamics is recorded in the production of livestock, poultry and milk both at the end of last year and for 6 months of this year.

In general, these indicators had a positive impact on the agricultural production index – in 2021 it exceeded 105%. In addition, wages in the industry are also growing. The Ministry of Agriculture expects that the trends will continue this year.

“The agro-industrial complex is one of the key sectors of the Kaliningrad Region’s economy, which ensures food security. In recent years, our agro-industry has demonstrated consistently high indicators. We do not stop and continue to plan and implement new projects. Our achievements are largely due to the support and attention of the Ministry of Agriculture of Russia. I would like to thank you separately for the decision to hold the main event of the industry in our region,” Anton Alikhanov said.

The issues of state support for farmers were discussed separately at the meeting. Last year, 1.7 billion rubles were allocated to the subject for these purposes, bringing it to 99.8%. In 2022, the amount of funds has been increased to 1.8 billion rubles.

Prices for dairy products of the brand “Zalessky farmer” recently increased by 10%. This is the third increase since December 2021. The change in price tags is due to force majeure circumstances that have arisen in Russia – the rise in price of high—protein feed and veterinary drugs, changes in logistics for the delivery of packaging from “big” Russia. This was announced by the chairman of the Board of directors of the Kaliningrad agro-industrial holding “Zalesye” Andrey Romanov on the live broadcast of the platform “We explain.rf” in the account of the regional government.

“This is our reaction to what is happening, how the cost price is getting more expensive at many stages. […] We cannot afford to work at a loss, because as soon as we fall to this level, we will probably last there for a month and a half. And then we just physically won’t be able to produce products,” Romanov explained.

According to him, the cost of milk in the Kaliningrad region increased by 28%. At the same time, the businessman said that prices for dairy products of the agroholding in Moscow and St. Petersburg are higher than in the Kaliningrad region.

“We specifically at the end of January did an analysis of prices for dairy products in the European part of Russia for comparable positions,” Romanov said.

“The price of dairy products has not changed for almost two years. For the first time, we increased prices by 5% on December 1, 2021, we had another 5% increase in February — and this was due to the introduction of labeling and additional costs from this process,” the head of the agricultural holding summed up.

RBC Kaliningrad wrote about the rise in price of dairy products in the Kaliningrad region in November 2021. Then the increase was at the level of 5%. Milk processors called it economically justified.

Kaliningrad region allocated additional funds for preferential loans to farmers

According to Deputy Chairman of the regional government – Minister of Agriculture Natalia Shevtsova, an additional 263 million rubles have been allocated from the federal budget for the provision of short-term loans. Funds to support the program of preferential lending to agricultural producers are directed in accordance with the Decree of the Government of the Russian Federation dated March 9. Thus, the total limit of funds for concessional lending is 375 million rubles.

Recall that within the framework of the preferential credit program, agricultural producers can take a short-term or investment loan at a rate of up to 5% for the development of crop production and animal husbandry, as well as for the construction, reconstruction or modernization of agricultural raw materials processing enterprises. A preferential short-term loan is issued for up to 1 year, an investment loan – from 2 to 15 years. Preferential loans to agro-industrial enterprises are provided through banks.

The deputy chairman also said that at the request of agricultural producers, an appeal is being prepared to the tax service with a request to consider reducing the time for issuing certificates for obtaining preferential loans.

In addition, the regional Ministry of Agriculture took the initiative to the Governor Anton Alikhanov to increase the term of a short-term loan from 12 to 18 months. “This is especially important for plant growers, because the full cycle of work is just one and a half years,” Natalia Shevtsova said.

The regional Ministry of Agriculture has begun accepting documents for the provision of subsidies from the regional budget to support agricultural production in certain sub-sectors of crop production and animal husbandry (as part of compensatory and incentive subsidies).

In general, in 2022, more than 2.4 billion rubles are provided for state support of the agro-industrial complex from the consolidated budget.

The results of the development of the agricultural sector of the Kaliningrad region in 2021 ensured an increase in the production index at comparable prices by 5.8% to the level of 2020. The cost of agricultural products produced in actual prices amounted to 52.329 billion rubles, which is 6 billion rubles more than in 2020.

Agricultural production in the region continues to support
one hundred percent level of provision of the region with whole milk and potatoes. In 2021, the region reached full self-sufficiency in meat for the first time. Self–sufficiency in table eggs increased up to 90%, and deep-processed dairy products increased up to 88%. At the level of 2020, the provision of vegetables (68%) and fruits (50%).

The tendency to increase the volume of production in animal husbandry has continued. Farms of all categories produced 229 thousand tons of milk in 2021 (109% by 2020), more than 297 million pieces of edible eggs (114% by 2020), livestock and poultry for slaughter in live weight 121,584 tons (103% by 2020).

The Kaliningrad region continues to be a leader in the production and yield of oilseeds and one of the key regions in the yield of grain and leguminous crops. According to the results of 2021, the yield of winter and spring rapeseed was 33.6 c/ha (on average in the Russian Federation – 17 c/ha), soybeans – 29.9 c/ha (on average in Russia – 13.1 c/ha), grain and leguminous crops – 48.4 c/ha (on average in Russia – 26.6 c/ha).
